The obverse features a coat of arms with a sword impaled in a swastika, surrounded by snakes, with the inscriptions "2. GAUPARTEITAG SAARBURG" and "NSDAP SAARGEBIET".

Under the Treaty of Versailles in 1920, the coal- and industrial-rich Saarland (located on the German-French border) was separated from Germany. It was placed under a formal mandate of the League of Nations for a period of 15 years. According to the treaty, after this period, the inhabitants were to decide on their future in a plebiscite: return to Germany, annexation by France, or maintaining the status quo. The vote was scheduled for January 1935. Although the Saarland was formally governed by the League of Nations, the German National Socialists had developed strong local party structures there. In 1933, the NSDAP launched a massive political offensive in the region. Their goal was to ensure that the Saarlanders voted in favor of returning to the Reich in the plebiscite. The badge commemorates the 2nd District Congress (Gauparteitag) in Saarburg. These meetings were not merely formal gatherings of party members. These were massive, aggressive demonstrations of political power, intended to intimidate the opposition (socialists and communists, who were calling for votes against Hitler). The sword embedded in a swastika and the snakes it strangles are classic Nazi iconography. The snakes symbolized "enemies of the nation"—in the context of the Saarland, this refers primarily to the left-wing anti-Nazi opposition, Jews, and French influence, which supposedly "posed a threat" to the region's German identity. The culmination of this extensive propaganda campaign, which included the Saarburg Congress, was the referendum of January 13, 1935. As a result, over 90% of Saarland's inhabitants voted for reintegration into Germany, a move Hitler hailed as one of his first major international successes.
