Before 1936, the police in Germany were decentralized and subordinated to individual federal states (e.g., Prussia and Bavaria). This situation changed dramatically on June 17, 1936, when Heinrich Himmler was appointed Chief of the German Police (Chef der Deutschen Polizei). Himmler implemented a complete unification and consolidation of police forces: He merged regular police forces into a single, centralized institution called the Ordnungspolizei (Orpo—Order Police). The traditional blue police uniforms were replaced with a new, uniform pattern in police green (Polizeigrün). The color combination visible in the photograph—light green piping (Truppenfarbe) and a dark brown border—was the official distinguishing feature of the Schutzpolizei des Reiches (protective/municipal police operating in large cities).
